ውል ያልተፈጸመባቸው የ40/60 ቤቶች በአዲሱ ዓመት ለካድሬዎች ይተላለፋሉ

  • ባለ ‹‹4 መኝታ ቤቶች›› ተገንብተዋል የተባለው ሐሰት ነው 
አርባ በ ስድሳ ቤቶች የህንጻ ተቋራጮች ግንባታ ስራ ባለ ፬ መኝታ ክፍሎች የውሸት ነው ተባለ

ዋዜማ ራዲዮ-40/60 ልማት ላይ የተሳተፉና ለዋዜማ ዘጋቢ የሚያውቁትን መረጃያቀበሉ አንድ የንግድ ባንክ የግንባታ ክትትል ባለሞያ ውል የማይፈጸሙባቸው 324 ‹‹ባለ 4-መኝታ ቤቶች›› በመጪው ዓመት ምናልባትም ከከተማው ምርጫ በኋላከድርጅት ለሚወከሉ ካድሬዎች ሊሰጡ እንደሚችሉ የሚያመላክት መረጃን ሰጥተዋል፡፡በተጨማሪም በተለምዶ ‹‹ባለ 4-መኝታ ቤቶች›› እየተባሉ የሚጠሩ 40/60 ቤቶችእንደሚባለው በዲዛይን ስህተት የተሠሩ እንዳልሆኑም እኚህ ባለሞያ ማስተባበያሰጥተዋል፡፡ መንግሥት በበኩሉ ‹‹ለሙከራ በሠራኋቸው የሰንጋ ተራና የክራውንሳይቶች ባለ አንድ መኝታ አልገነባሁም፣ ባለ 4 መኝታ ቤቶችን ግን በዲዛይን ስህተትሠርቻለሁ ሲል መቆየቱ ይታወሳል፡፡

‹‹መጀመርያዉኑ 4 መኝታ የሚባል ዲዛይን አልተሠራም፤ የተገነባው ባለ 1 ባለእና ባለመኝታ ነው፡፡ በዲዛይን ስህተት ነው የሚባለውም ሐሰት ነው›› ሲሉ እኚህከዋዜማ ጋር ቆይታ ያደረጉት ባለሞያ ተችተዋል፡፡ 4 መኝታ የሚባለው ነገር የመጣው ከውል ጋር መታረቅ ያልቻለን የካሬ ሜትር ልዩነትን ለመሸፈን ተብሎ እንጂ ‹‹4 መኝታ›› ያለው ቁጠባ ቤት ሲጀመርም የሚታሰብ ነገር አይደለም›› የሚሉት ባለሞያው ‹‹ባለ አንድ መኝታ አልገነባንም›› የተባለውም መንግሥትን ትዝብት ውስጥየሚጥል እንደሆነ ያብራራሉ፡፡ ‹‹ሁሉም ቤቶች ዕቃ ማስቀመጫና የሠራተኛ ማረፊያ ጠባባብ ክፍሎች አሏቸው፤ ያንን ቆጥረው ነው በዲዛይን ስህተት 4 መኝታ ገነባንየሚሉት›› ብለዋል፡፡

ይህንኑ ሐሳባቸውን የሚያጠናክር ማስረጃዎችን ከዋናው የፕላን ቅጂ ጋር ያቀረቡት ባለሞያው እርሳቸው ፕሮጀክቱ ላይ መሳተፍ ከጀመሩ ጀምሮ ቤቶቹ ‹‹ባለ 4 መኝታ›› ተብለው እንዳልተወሰዱና ኋላ ላይ ግን የካሬ ሜትር ተቃርኖ መኖሩ ሲታወቅ  መስተዳደሩ ባለ 4 መኝታ በዲዛይን ስህተት ምክንያት ተገነባ ብሎ ማውራትመጀመሩን ይናገራሉ፡፡

‹‹…ከአባተ ጋር በነበረ ስብሰባ ላይ እነዚህ ቤቶች ወደፊት ውል ካልተፈጸመባቸው ምን እናደርጋቸዋለን?›› የሚል ነገር ተነስቶ እንደነበር አውቃለሁ የሚሉትባለሞያው፤ ምክትል ከንቲባው አቶ አባተ በወቅቱ  ሰፊ ቤት ሰጥተነው ቤቱ ይሰፋብኛ ብሎ ይቅርብኝ የሚል ዜጋ ይኖራል ብዬ አላምንም፤ ካለ ግን እሰየው፣ ቤቱቹንእኛው እንወስዳቸዋለን›› ማለታቸውን ስብሰባው የተካፈሉ ባልደረቦቼ ነግረውኛል ይላሉ፡፡

ከተራዘመ የግንባታ ሂደት በኋላ ባለፈው የሰኔ ወር ዕጣ ወጥቶባቸው ለባለዕድለኞች እየተላለፉ የሚገኙት እነዚህ የሰንጋ ተራና የክራውን 40/60 ቤቶች የወለልስፋታቸው ከውል ውጭ መሆኑ ለረዥም ጊዜያት ሲያነጋግር ቆይቷል፡፡ ይህን ተከትሎ መስተዳደሩ ‹‹የዲዛይን ስህተት አጋጥሞኝ ነው›› ቢልም እውነታው ከዚህእንደሚለይ እኚህ ባለሞያ በዝርዝር ያስረዳሉ፡፡

‹‹ሲጀመር የዲዛይን ችግር ብሎ ነገር የለም፡፡ ዲዛይን ታይቶ ሳይጸድቅ ሲሚንቶ አይቦካም፡፡›› የሚሉት ባለሞያው ኾኖም የወለል ስፋት ልዩነት ቀድሞ በውል ላይከሰፈረው ጋር ለምን ሊቃረን እንደቻለ፣ ወይ ቤቱን ወይ ውሉን ለምን ቀደም ብሎ ማስተካከል እንዳልተቻለ ለርሳቸውም ግልጽ አይደለም፡፡

‹‹ዞሮ ዞሮ ችግሩ እንደሚባለው በቅርብ የተደረሰበት ሳይሆን ቀደም ብሎም ይታወቅ ነበር›› ይላሉ፡፡ እንደ ችግር መታየት የጀመረው ግን ኋላ ላይ ነው፡፡ ለማስተካከልብዙም ያልተሞከረው ምናልባት ‹‹ባለመኝታ›› ቤቶቹ ለድርጅት ሰዎች ለመስጠት እንዲያመች ይሆን ወይ ተብለው ከዋዜማ የተጠየቁት እኚህ የግንባታ ክትትልባለሞያ ‹‹አይመስለኝም›› ሲሉ ምላሽ ሰጥተዋል፡፡ ‹‹…መስተዳደሩ በዚህ ደረጃ ነዋሪውን ሆን ብሎ ያጭበረብራል ብዬ አላምንም፤ ምናልባት በመሥሪያ ቤቶችመካከል አለመናበብ የተከሰተ ይመስለኛል፣ ያን ለመሸፈን እንደማምለጫ የተጠቀሙበት ነገር ነው የሚሆነው›› ይላሉ፡፡

‹‹የዲዛይን ችግሩን››ተከትሎ ‹‹የባለ 3 መኝታ ቤት›› ቆጣቢዎች ‹የባለ 4 መኝታ ቤቶችን የማይወስዷቸው ከሆነ መስተዳደሩ ሙሉ ክፍያ ፈጽሞ ቤቶቹን ለራሱእንደሚያስቀራቸው በይፋ መግለጹ ይታወቃል፡፡

ቤቶቹ ለምን በውሉ መሠረት ሳይገነቡ ቀሩ ለሚለው ጥያቄ በቤት ቆጣቢዎች ዘንድ ከፍተኛ ቅሬታን ፈጥረው የነበሩት እነዚህ መንግሥት ‹‹ባለ 4 መኝታ›› ቤቶች እያለየሚጠራቸው ቤቶች ከኔ እውቅና ውጭ በዲዛይን ስህተት የተፈጠሩ ናቸው ቢልም ለጉዳዩ ቅርብ የሆኑት እኚህ የዋዜማ ምንጭ ግን ይህ ነጭ ውሸት እንደሆነአስረግጠው ይናገራሉ፡፡

‹‹…ምን መሰለህቤቶቹ ንግድ ባንክ ውል ከማዘጋጀቱ በፊት ግንባታቸው ተጀምሮ ነበር፡፡ ቆጣቢዎች ከፈጸሙት ውል ጋር የሚቃረኑ የሆኑት ግን በመስተዳደሩእንዝላልነት እንጂ በዲዛይን ስህተት አልነበረም፡፡››ካሉ በኋላ፣ ‹‹…እውነት ለመናገርአሁንም ቢሆን ‹‹ባለ 4 መኝታ›› የሚባል ቤት አልተገነባም፡፡ የሆነውምንድነውኦሪጅናል ዲዛይኑ ላይም ማየት እንደሚቻለው ሁሉም ቤቶች አንዲት ጠበብ ያለች ዕቃ ቤትና የሠራተኛ ማረፊያ (Maid’s Room) እንዲኖራቸውተደርገው ነው የተዘጋጁት፡፡ ኪችንና ሽንት ቤትን እንደ ወጥ ክፍል እንደማትቆጥረው ሁሉ በዲዛይን ቋንቋ ዕቃ ቤትና የሠራተኛ ማረፊያ እንደ መኝታ ቤት መቁጠርየተለመደ አይደለም፡፡ ለዚህም ነው በሁለቱም ሳይቶች ላይ ባለ አንድ መኝታ፣ ባለ ሁለትና ባለሦስት መኝታ አፓርታማ ቤቶች የየራሳቸው ተጨማሪ ክፍሎችየተገነቡላቸው፡፡ ይቺን ካሬ የማትሞላ የሠራተኛ ማረፊያ ክፍል ምክንያት አድርገው ነው ቆጣቢውን እያወናበዱት ያሉት›› ይላሉ፡፡ በዚህ የተነሳ የባለ አንድ መኝታ ቤትቆጣቢዎች ከውድድር ውጭ መሆናቸው ይታወሳል፡፡

ያም ኾኖ የቤቶቹ ስፋት ከውል ውጭ መሆኑን ባለሞያው አልካዱም፡፡ ‹‹…እውነት ነውባንካችን ከቆጣቢዎች ጋር ከገባው ውል አንጻር የቤቶቹ ካሬ ሰፋ ብሏል፡፡እንጂ በዲዛይን ስህተት ባለ 4 ክፍል መኝታ ተገነባ የሚባለው በፍጹም የተሳሳተ ነው፡፡ እኛ ያቀረብነው ሐሳብ ሁሉም ውል ፈጻሚ ባለ አንድ መኝታ ተመዝጋቢዎችንጨምሮ ማለቴ ነው በገባው ውል መሠረት እኩል ይወዳደር፣ የካሬ ሜትሩን ስፋት የተራዘመ ጊዜ ተሰጥቷቸው እንዲከፍሉ ይደረግ›› የሚል ነበር፡፡ መስተዳደሩ ግንለምን እንደሆነ ባልታወቀ ሁኔታ ችግሩን በዲዛይን አሳቦ የባለ አንድ መኝታ ተወዳዳሪዎችን ከጨዋታ ውጭ ማድረጉ አግባብ እንዳልነበረም በዝርዝር አስረድተዋል፡፡

ቤቶቹ ከመመረቃቸው በፊት ከንግድ ባንክና ከመስተዳደሩ ቤቶች ልማት ጋር የነበሩ ውይይቶቹን ያነሱት ባለሞያው ‹‹እኛ ያላለቁ ቤቶችን አንረከብም፣ ከውል ውጭቆጣቢዎችን የተጋነነ ክፍያ አንጠይቅም የሚል አቋም ይዘን ቆይተን ነበር ይላሉ፡፡

‹‹የቤቶቹን የካሬ ስፋት ከውሉ ጋር መቃረኑን ተከትሎ ምን ቢደረግ ይሻላል?›› በሚል ቤቶቹ ከመመረቃቸው ቀደም ብሎ ተከታታይ ውይይቶች አካሄደናል ያሉትእኚህ የዋዜማ ምንጭ የንግድ ባንክ ተወካዮች የውል ማሻሻያ እንዲደረግ ሐሳብ ያቀረቡ ሲሆን ምክትል ከንቲባው አቶ አባተ ስጦታው በበኩላቸው ውል ብናሻሽልለትችት እንዳረጋለን፣ የቤት ሥራቸውን በትትክል አልሰሩም ነው የምንባለው፣ ከዚህ ይልቅ ባለ አንድ መኝታዎችን ከውድድር ብናወጣቸው ነው የሚሻለው፣ ሌሎቹንካሬ ጨመርንላቸው እንጂ አልቀነስንም፣ ቤቱ ሰፋብኝ ብሎ መዋዋል ያልፈለገ መብቱን እናከብርለታለን፤ እኛም የቤት እጥረት አለብን እኮ፣ የሚተርፉትን ቤቶችተረክበን ለአመራሮቻችን እንሰጣቸዋለን›› ሲሉ በአንድ የውስጥ ስብሰባ መናገራቸውን እንደሚያውቁና በኋላም በዚሁ ጉዳይ ላይ የተናጠል ውሳኔ መወሰናቸውንያስታውሳሉ፡፡

‹‹እርሳቸው የሚመሩት ተከታታይ ስብሰባ ነበር የሚደረገው፡፡ ምን ያህል ዋጋ ጭማሪ እናድርግየቤቶቹ ስፋት ካሬ መጨመሩ ክፋት ባይኖረውም ከውል ውጭመሆኑ ሊያስተቸን ይችላልና ምን ብናደርግ ይሻላል በሚሉ ነጥቦች ላይ ስብሰባ ተካሄዷል፡፡ አንድም ቤቶቹ ላይ በጊዜ ዕጣ ማውጣት ያልተቻለው በነዚህአለመግባባቶች ምክንያት ነበር፡፡ በዲዛይን ችግር የተነሳ የመኝታ ቤት ቁጥር ጨምሯል በሚል ማስተባበያ ሰጥተን ቤቶቹን ለኛው እናስቀራቸው የሚል ነገር የመጣውግን ኋላ ላይ ነው፡፡›› ይላሉ ባለሞያው፡፡

ዋዜማ 40/60 ቤቶች የመጀመርያ ዲዛይን ቅጂ ያገኘች ሲሆን የወለል ፕላኑ እንደሚያመለክተው 12 ፎቆች የሚረዝሙት ሕንጻዎች 10 ወለሎቹ ተመሳሳይአቀማመጥን የሚከተሉ በወለል 6 አባወራዎችን ብቻ የሚይዙ እንደሆኑ ለመረዳት ችላለች፡፡ በእያንዳንዱ ወለል ሁለት ባለ አንድ መኝታ፣ ሁለት ባለ ሦስት መኝታ እናሁለት ባለ አንድ መኝታ ክፍሎችም ይገኛሉ፡፡ ሁሉም ክፍሎች ዕቃ ክፍልና የሠራተኛ ማረፊያን ያካትታሉ፡፡ እያንዳንዱ ሕንጻ ሁለት ሊፍቶች የተገጠሙለት ሲሆንየቆሻሻ መወርወርያ (ጋርቤጅ ሹተርእንዲሁም የአደጋ ጊዜ መውጫ ደረጃዎችንም ተነድፈውለት ነበር፡፡

በሁለቱም ሳይቶች በድምሩ 19 ሕንፃዎች ተገንብተዋል፡፡ ሕንፃዎቹ መጀመርያ ጊዜ ሊገነቡ የነበረው ባለ አንድ መኝታ ቤት 55 ካሬ ሜትር፣ ባለ ሁለት መኝታ ቤት 75 ካሬ ሜትርና ባለ ሦስት መኝታ ቤት 100 ካሬ ሜትር የነበረ ቢሆንም፣ በተደረገው የዲዛይን ለውጥ ካሬ ሜትሮቹ ተቀይረው፣ ባለ ሁለት መኝታ ቤት 124.97 ካሬሜትር፣ ባለ ሦስት መኝታ ቤት 150.09 ካሬ ሜትርና ባለ “አራት መኝታ ቤት 168.6 ካሬ ሜትር ስፋት እንዲኖራቸው ሆኗል፡፡

ባለ አራት መኝታ የተባሉትን ቤቶች ምናልባት በየዓመቱ ለመንግሥት ሹሞች ከፍተኛ የቤት ጥያቄ እየቀረበለት ማስተናገድ ያልቻለው የቀድሞው የመንግስት ቤቶችኤጀንሲ በግዢ ሊረከባቸው እንደሚችል ይገመታል፡፡ የመንግሥት ቤቶች ኤጀንሲ በቅርቡ የፌዴራል ቤቶች ኮርፖሬሽን ኾኖ እንደ አዲስ ከተዋቀረ ወዲህ ከማዕከልናከክፍለ ከተማ የሚገኙ ባለሞያዎችን በከፍተኛ ወርሃዊ ደመወዝ እየወሰደ ይገኛል፡፡ ከሚቀጥለው ዓመት ጀምሮም በቤቶች ግንባታ ዘርፍ ለመሠማራት ዝግጅት እያደረገነው፡፡ ለጊዜው በሰንጋ ተራና በክራውን ውል ያልተፈጸመባቸውን ቤቶች በቁጥር ምን ያህል እንደሆኑ በውል ባይለይም ከመጪው ዓመት የከተማዋ ምርጫ በኋላለሚሾሙ መካከለኛ ካድሬዎች እነዚህን ቤቶች እንዲወስዷቸው እንደሚደረግ ይጠበቃል፡፡
